Responsibilities include providing grantees with technology and project management assistance, coordination of Telemedicine training activities, policy analysis, and operational management of the Center. Focus of activity is the State of California. Areas of expertise include all facets of telecommunications, Web technologies and general Information Technology issues. Collateral responsibilities in the areas of grant management and grant feasibility reviews.

1998 – Present Independent Consultant (Netpros.net) Stockton, CA
Projects involve consulting for IT infrastructure (design, install, and commission 3Com, Compaq, DEC, JVC, Unix, WinNT, Apache, IIS4.0, Sendmail, T-1 link to ISP, etc.), strategic planning (legacy migration to web-based solution), requirements and architecture definition, and market analysis (review and analysis of Network Processors to replace ASIC and RISC in routers and switches). Clients include Praesum Communications, CERMUSA (Loretto PA) and San Joaquin County Department of Public Health.

1996 – 1998 CYBEROPTIONS, Inc. Westlake Village, CA
Chief Information Officer Responsible for IT shop supporting 45 consultants and software developers. Involved in definition of services and products for this start-up systems integration company. Simultaneous responsibility in Sioux Falls, SD, as on-site Project Manager for the GSS $1.2 million systems integration project. Project architecture based on 3 tier, Web enabled, enterprise-wide solution.

1986 - 1996 PACIFIC BELL San Francisco, CA
1996 - 1996: System Design Consultant. Responsible for analysis and design of custom and complex communications networks for Pacific Telesis subsidiaries. Projects included OC48 SONET ring for the PBVS MMDS SF Bay Area service launch, and multi-year plan for deployment of PRI and frame relay in support of PB- Internet’s dial-up network service. Developed business case for Monte Carlo based network design center.
1993 - 1996: Technical Director Key Projects in 1995 - 1994: 1) Creation of marketing strategy to expand Pacific Bell's Health Care Market Group success with county and state level public health officials 2) System integration consulting for the 13 county tele-collaboration project for the State Department of Health Services. 3) Initiation of a transaction-based cost-benefit study of high-speed network based radiological applications for the USC School of Medicine. Instrumental in the Sep. 20th NIIT Healthcare demonstration at the US Congress Rayburn building. Key projects in 1993: 1) Developed a financial model of healthcare services for the Health Care Market Group. Objective of study was to quantify cost/benefits of networked services for Healthcare Industry customers. 2) Responsible for information provider development on the Knowledge Network Gateway project in Public Sector Business Unit. Duties include integrating school and home access product requirements with existing platform capabilities, creation of a content strategy, and discussions with content owners.
1986 - 1992: System Design Consultant Responsible for analysis and design of custom and complex communications networks. Projects included marketing input to ATM-BISDN business case, telemetry requirements for an integrated CATV based data/voice network for a residential development. Developed joint venture opportunities with PG&E. Authored paper that compared their private network to the use of public network services. Three significant sales awards. Member of ACM and IEEE. Certified Data Processor by ICCP.

1981 - 1984 AUTOSCAN SYSTEMS, INC. Philadelphia, PA
Hired by Swiss company (ZEAG Grüppe) to set up their US subsidiary; responsible for selling and maintaining computer based revenue control systems used in the parking industry. Promoted to General Manager and Vice President in 1982. Responsible for pricing, marketing, and distributor selection. Designed and executed national advertising program. Re-organized maintenance processes and manuals to work with American practices. Worked with Swiss design engineers in product development cycle.

1980 BOOZ ALLEN & HAMILTON INTERNATIONAL Abu Dhabi, UAE
Consultant in Qatar project office. Member of reorganization study team examining the Qatar national petroleum industry. Performed manpower analysis of operating subsidiaries to develop rationalized staff requirements. Coordinated preparations of reports and new organization manuals. Recommendations were adopted.

1976 - 1979 GENERAL ELECTRIC COMPANY Various
Sales Engineer (based in Tehran, Iran) responsible for power distribution equipment sales to national and regional utilities, coordination of sales representatives' efforts, and market development. Recognized for establishing the first power distribution equipment distributor in Iran. Received personal award from the Vice President, Africa and Middle East Area Division in February 1979 for performance during Iranian revolution. Proposal Engineer in New York (International Sales Division) for power distribution equipment sales to petroleum industry, primarily for projects in the Middle East. Proposal Engineer in San Jose (Nuclear Energy Division) for nuclear steam supply systems. On the team that developed the product definition for GE's spent fuel storage racks.
